Sub-Mission on Seeds and Planting Material (SMSP)

Support for quality seed production, certification, seed village programmes and seed infrastructure.

About this scheme

SMSP works to raise the Seed Replacement Rate and ensure availability of certified, quality seed of improved varieties. Components include the Seed Village Programme, assistance for creation of seed infrastructure and storage, seed processing and testing facilities, transport subsidy on seed movement to the North East and hill states, strengthening of seed certification and quality control, and support to public sector seed producing agencies. Traceability of certified seed is maintained through the SATHI (Seed Authentication, Traceability and Holistic Inventory) portal.

  • Farmers participating in the Seed Village Programme in identified villages
  • Registered seed growers and seed producing cooperatives
  • State Seed Corporations, agricultural universities and public sector agencies
  • Private seed companies for certain infrastructure components

Documents required

  • Aadhaar card
  • Land record
  • Bank account details
  • Seed grower registration where applicable
  • Seed purchase or certification receipts

How to apply

  • 1Enrol in the Seed Village Programme through the block agriculture office
  • 2Receive foundation seed and training in seed production
  • 3Produce and get seed certified by the State Seed Certification Agency
  • 4Register the seed lot on the SATHI portal for traceability
  • 5Subsidy released to the bank account through DBT
